User flags suppresses post visibility inconsistently and for logged-in users only

Describe the bug When a user is flagged, some posts may be hidden from their user profile for logged-in users but not logged-out users.

To Reproduce

1. Flag user
2. View profile logged-in and logged-out

Expected behavior Behavior should be consistent for both logged-in and logged-out users, and admins should be able to see all posts for moderation purposes.
