Suggest: Non-English Quotation marks (‚Text‘/„Text“ instead of 'text'/"text") #23

Hey :)

As a hardcore user of Jota I often work with song titles, album titles, speech 
etc, I'm always confronted with having to replace the single and double 
quotation marks like the ' and the '' with these ones ‚ ‘ „ “ because 
that's the correct way to use them in German.

Is there a possibility to integrate this in Jota?
