Add functions to deal with class censuses_df. #108

This PR reverts the extraction of functions using censuses_df. Those functions were removed because they are not immediately useful and add a dependency on tidyr.

This PR adds these functions:

as_censuses.tbl_df().
pull_key_df.censuses_df().
read_censuses_df.
