In addition to roles, members should have a flag for "verified". This means that the admins trust them to make good forecasts.
If they are verified, they should see a "Verified" tag next to the Role.
There should also be a new column for "Change Verification", that would read,
"Verify" or "Remove Verification" that allows admins to toggle user-community verification.
