email notifications on issue revision

What steps will reproduce the problem?
1. submit an issue
or
1. modify the status of an existing issue

What is the expected output? What do you see instead?

the owner of the incident should be notified (via email) that a new issue has 
been submitted or that the status of an existing issue has been modified

in all fairness, i have no idea how to change the status of an issue from 
'defect' to 'enhancement' in google's p.o.s. user interface

after thinking about this a bit more: maybe there should be no notification 
when the status is changed, but only if the assignment (owner? or a new field, 
e.g. 'assigned to') of the issue itself changes

email notification should be sent to the issue owner when the issue is revised.

users should also be able to subscribe to issues which they do not own.
