add private version feature #47

allow an admin to mark a revision of any versioned data as `private'.

this will make the given revision only readable by the author and admins.

if the given revision is a ``HEAD'' revision, the formatted body cache will
display a message equivalent to the archived message (i.e., ``this post is
private.'').

A user could also could apply for marking a revision as private, but that would 
have
to be allowed by a admin
