'Customize toolbar' greyed out on Ventura 13.1 #1774

Hello all,

I have the option removed to customize the toolbar. Is this deliberate or is there something wrong with me? The setting is grayed out but still visible ('View' ribbon).

Is this perhaps related to Issue #1735? The missing labels were discussed there and they are deliberately deactivated.

System: Fork 2.24.2 Macbook Air M1 @ Ventura 13.1
