Sega Channel Revival core addition #22

Adds a separate Sega Channel Revival core, which is a modified genplusgx core that supports loading oversized ROMs. Sega Channel Revival ROMs can be added to the new "segachannel" ROM folder.

Updated the readme with information, including a link to the Sega Channel Revival author BillyTimeGames git.

Compiled and tested on Pi4.
