Update README.md with latest dust-helper-intl docs #11

The docs are out of sync with the latest code. The README.md needs a pass through to sync with the latest changes.

This includes filling in the usage area.

This seems to have been fixed by https://github.com/yahoo/dust-helper-intl/pull/13
