Make package available on bower (again)

According to the package documentation, dust-helper-intl should also be available on bower, which currently doesn't seem to be the case:

bower install dust-helper-intl
bower ENOTFOUND     Package dust-helper-intl not found

Whats currently missing:

Update bower.json to reflect the current version (see PR #15).
Rename Git tags to use semver names (tags should be 0.0.2 instead of v0.0.2)
Push package to bower registry: bower register dust-helper-intl https://github.com/yahoo/dust-helper-intl/

Bower works with both tag formats.
