This PR:
removes dist and lib from committed files;
updates the webpack config to include @formio/js as an external dependency;
adds skipLibCheck for now, as underlying dependencies still have some type issues;
updates internal dependencies to the latest rc versions;
updates the resource component for @formio/js 5.x
