Fix/format tz #34

This PR will close https://github.com/formkit/tempo/issues/33

Addition of the actual return type of deviceTZ. Added comments specifying cases where undefined might occur. Modified tz?.toLowerCase() to avoid calling toLowerCase when tz is undefined.
