chore: various repo devDependencies cleanups #42

Changes

Upgrade turbo from 1.10.0 to 1.10.6 (see yarn.lock)
Remove unused package np to prevent confusion (we publish with changeset)
Manage tsup at the root of the repo so we use the same version across packages and manage it in one place (note: installed the version in yarn.lock doesn't change)
Remove unused scripts in packages/formspree-react/script
(pedantic) sort turbo pipeline names alphabetically
