Upgrading from 2.2.6 to 3 - is there a manual method... script never completes and keeps cycling #723

I'm attempting to upgrade so that I can upgrade to PHP 7 and the script to download the package produces:

"Oops! The server is too busy to handle your request right now. Please wait and the page will keep trying every 30 seconds to generate your upgrade file. Depending on how busy things are, this may take a few attempts."

I started at 2am (Eastern time) and it's still running at 11am. Is there a way to manual upgrade and retain my current forms and their data?

Any and all help greatly appreciated. Thank you for assistance!

Did this ever get resolved for you @jasonschaeffer, I am facing the same issue.

I am on 3.0.20 trying to go to 3.1.1.

Error: "Oops! The server is too busy to handle your request right now. Please wait and the page will keep trying every 30 seconds to generate your upgrade file. Depending on how busy things are, this may take a few attempts."

It has been attempting for at least 4 hours.
