Add devcontainers and update .gitignore #109

This PR introduces a second way to develop the website in a reproducible way, namely devcontainers.

Changes

Added a devcontainer with Hugo for easy development, which in turn enabled the audit to proceed in a reproducable in a way. This change also required .gitattributes as per https://code.visualstudio.com/docs/devcontainers/tips-and-tricks#_resolving-git-line-ending-issues-in-containers-resulting-in-many-modified-files
Updated README.md and added CONTRIBUTING.md
Updated .gitignore with relevant projects (R, Python, Hugo)

Test

Locally tested on Windows 11 + WSL running Docker Desktop. Tested also on a separate machine with @bethaniley.
