Unable to deploy Forseti on GKE as folder level admin #611

The terraform module to deploy Forseti as a GCE resourse allows for passing the folder_id instead of org_id. This allows for a non-org level admin deployment.

However the GKE end-to-end and existing GKE instance modules require a org_id and do not have the option of a folder_id.
