Add support for setting the volume of the spotify player #129

The command "set spotify volume to X%" should change the setting of the currently playing device or the default device to the requested percentage.

To mimic the Mycroft volume skill it should also work with "set spotify volume to [1-10]".

Alternative phrasing "Change the volume of spotify..." "Update the spotify volume to..."
