newSysDefTHName is broken #4

The function newSysDefTHName does a reify of the Name value that is passed in for the system function. This reification fails, complaining that the symbol is not in the scope of the current splice.

Options:

remove:
- newSysDef works as well
fix&keep:
- benefit of earlier error reporting
- possiblity to attach line-numbers to error messages
