Add stack config file #14

This will make the project to work with stack. To build, just call stack build.

@joseedil , please check if this pull request is still valid, As far as I see we took care at least of what was mentioned in the request. In the meantime I see you have been working on your own on different things. For now I am closing this issue. Please open it or create a new one in case it is needed.
