Rollup of scenario-tabs and spatial_opt into main #21

I've merged the spatial_opt, scenario-tabs, and rebased devel on top of the merge. This PR will pull changes into main.

Looks good. Note we aren't ready to run spatial opt with forsys.app yet, so forsys.app parameters should have the spatial_optimization parameter set to FALSE.
