IF the intended for deletion issue template is IN USE or it's system template, fcli ssc issue-template delete SHOULD NOT be able to delete the template
IF the intended for deletion issue template is NOT IN USE NOR system template, it should be able to delete BUT running the command only makes the template DISABLED and marking it IN USE
and the response is INCORRECT because the issue template was NOT deleted
