FoD: `fcli fod setup-sast` validate language stack/level #283

Seems like fcli fod setup-sast --language-level should be a required option, at least for some technology stacks? Can we validate this in fcli, outputting a more descriptive error message like ‘Option --language-level required for technology stack …’?
