sc-dast: download scan settings #514

This is a request to implement a download command for fcli sc-dast scan-settings. Thankfully there does exist a SC DAST REST API that allows for downloading scan settings. get /api/v2/application-version-scan-settings/{scanSettingsId}/download-scan-settings-xml
