Add user/pass Login Disclaimer Support #204

FortiGate 7.0 in fips mode does not allow you to create access tokens, and requires a login banner to exist. This patch allows authentication to occur if a login disclaimer must be accepted.

This would really help! Especially in environments where central authentication like ldap or tacacs is used for automation.
