FSR 7.5.0 breaks FMG device sync playbook #24

Something in 7.5.0 changed with for loops on set variable steps. This method isn't recommended, so I have rewritten the sync playbook using jinja for loop. The specific playbook is > create or update device records 1 Playbook - 10 - SP - FortiManager ZTP Flow - FortiManager(FMG)-RecordHandlers (2024517908).json

There are a few different playbooks that reference this, so we need to make sure that the playbook uuid remains the same
