[feature request] config file command line option `-c <file>` and/or `clang-formtat`-like search

It would be useful to have a more flexible way to provide the configuration file.

• A command line option -c <file> would be one nice option.

• Instead of looking only in the current working directory and ~ for .fprettify.rc, it would be nice if fprettify looked in parent directories until it found the first configuration file. (This is the behavior that clang-format implements and it is quite convenient. [quote below is from here])

  When using -style=file, clang-format for each input file will try to find the .clang-format file located in the closest parent directory of the input file. When the standard input is used, the search is started from the current directory.

I would be willing to work on a first-draft implementation.

Thanks for the suggestion and please go ahead! A warning concerning the first-draft implementation: I currently don't have time to work on this project (but hopefully I will have more time to maintain this project in the near future). I will merge your pull request immediately if it's ready, but if it requires work from my side, it will probably not be merged soon.
