add: package ratings and malicious reports #59

Description

This PR add the following functionalities:

[x] add package verification with github actions
[x] add registry tarballs generation and archival with github actions
[x] add logging functionality to store logs to mongodb
[x] package ratings
[x] malicious package reporting
[x] view and modify the malicious reports
[x] add docs for the above functionalities
[x] add tests for the above functionalities
[x] minor bug fixes,optimisations
[x] ports the entire backend to work on vercel.
[x] added flags for detecting backend environment
[x] refactor code for jwt and models in the apis.
