Shoot a flamethrower. When empty the flamethrower cannot be reloaded.

I wanted to fix this by making flamethrowers work off of welding fuel, but the server won't work for me.

The NCR flamethrower is reloaded by napalm.

You're right, to be more specific it's reloaded by flamethrower fuel crafted with napalm.
