Adds Many Combat Armour Conversions #651

About The Pull Request

The Legion, NCR and Enclave can now convert both normal and reinforced combat armour to their respective faction combat armours.

Also cleans up some of my prior code.

THESE ARMOURS CANNOT BE PLATED. I TESTED IT.

I forgor legion photos :(

Why It's Good For The Game

Variety, makes spraypainting combat armour less of a hassle, especially on the NCR side, also just drippy.
