market is now raider-free #672

About The Pull Request

Replaces the god awful casino that only thing does is spawn 30 fucking raiders and 5 legendary raiders for players to randomly die for walking through since someone welded a wall to the money room and let all the raiders fucking poor out

also fixes up the road, adds a stop sign shield there to just add at least one static shield spawn nobody will touch anyway and removes the savanna from the market so it looks like sand again

Why It's Good For The Game

The raider stripdencasino was fucking awful, didn't add anything other than inflated caps and too much raiders for players to deal with and the fact the walls were weldable/breakable so people just cheesed that ruin stealing caps and gold from it

Very good I will add but please pull from master first I did changes on all levels an hour ago or so and just merged it.
