The point of outlaw is to be able to play with a degree of freedom no other factions have. This freedom is limited by the small number of slots and respawns a player can reasonably make use of. Not to mention, no one ever matrixes outlaws, so if the 16 slots are taken your gimmick has to wait until the next round. 24 slots is reasonable for more outlaws shenanigans.
