Reverts fortune13-ss13/thewasteland#605

Second floor of the NCR base has no oxygen, some areas don't have any lights, the entire new mountain added on the south does not have a roof. Like test your changes guys.

Cool, how about I apply a quick fix when I can instead of you undoing all of my work?

Yeah what Zab said, if he wants to put the work in let him fix it. Nobody is messing with Sunnydale much nowadays anyway.
