Robot fix #744

  1. Borgs can do surgery and chemistry now.
  2. Improves the medical module when emagged.
  3. Serviceborg can now do hydroponics. At long last, the fabled botany borg.
  4. Serviceborg synthesizer now has access to the full booze and drink dispenser list.
  5. You can build air alarms, fire alarms, and reflectors again.
  6. Engiborgs get an RLD and plumbing device too.
  7. Borgs have hard yards by default (they fly)
  8. The RPD can make plumbing ducts now.

APC, Fire Alarm, Air Alarm and Plumping have to go, even though they're funny, they can cause problems.

apc frame's removed as it can actually cause problems

bad is in error about fire alarms or air alarms causing problems, they dont interfere with turfs or power like apcs do

we came to an agreement on plumbing @BadAtThisGame302

This is true, I thought fire alarms and air alarms caused problems like the APC, but they don't so.
