About The Pull Request

Due to current tree hierarchy of healing and custom stimpaks exist bug which allows to create super stimpaks using custom stimpaks from ChemMaster. This PR changes the hierarchy and fixes this bug.

Why It's Good For The Game

This bug is not fun and allows to skip broc-xander part of the process.
