[70] Support custom colors in USWDS tokens #362

Fixes #70 . The changes to cleanValue.cjs and renderSass.cjs can be backported to forumone/gesso if it's easier to keep them in sync, but they're not needed anywhere but GUSWDS. The renderUswdsTheme.cjs file is GUSWDS-specific.
