Merged changes from forumone/web-starter@1.1.x. Could you review this, @mshade?

I'm not seeing any conflicts - and most of the changes completely outside of stuff I have changed. Will merge and do a test provision. I think we'll want to take a closer look at Vagrantfile afterwards as well
