Create workshop participation certificate template #14

We have been asked to issue a participation certificate for the recent Forwards package development workshop, so that the participant can get credit points for their PhD program.

The participant has kindly sent examples they have from other workshops, that could be used as a guide to what is expected. I have added the branding label as this is likely to involve the logo at least in a simple header and possibly as a more fancy background image.

Now implemented in https://github.com/forwards/fwdbrand - see README for an example of how to generate certificates using the create_workshop_certificates function.
