Write down data policy for RForwards

At the moment we are collecting some demographics data via the useR surveys. We have a brief statement highlighting what we are collecting the data for and that it is not mandatory to provide all the asked information.

However, we need to have a long version data policy that provides more detail about:

• [x] what will happen to the collected data?
• [x] sharing (or not) data with third parties
• [x] who can access the data
• [x] persistence of the data

I will start working on the policy, however, it would be ideal to have others thoughts on the topic

I plan to start writing a draft for this tomorrow morning @hturner and will create a PR for you to review/add changes as you see fit

I imagine this will only be a rough first draft but we can work on this as needed
