Changed code to use Windows Firewall through COM and some code cleanup.

• Changed prefix from @ to _.
• Remove shell references
• Added code to directly interact with the Windows Firewall through COM. Updated ipSorter (now loadIpRanges) with a more functional prog.style. Same with userConfigSorter (now loadUserConfig).
• Changed ruleMakerBlock (now blockServers) to use COM. Changed blockIpRange (now blockIpRanges) to use COM. Changed ruleDelete (now deleteRule) to use COM.
• Changed checkIfActive to use COM.
• Changed blockingConfig (now loadBlockingConfig) to functional style.
