If you are familiar with gnu toolchain, arc_gnu is a better option as there are no limits. As I know, the examples for EM starter kit can be built by both metaware and gnu toolchain.

Hello I have a EM Starter kit, but I haven found examples to test in the board. Also I have seen some webinars were they say that the free tool for windows is the Metaware lite, but I found this one also: https://github.com/foss-for-synopsys-dwc-arc-processors/arc_gnu_eclipse/releases which tool do you recomended to use, which one is more limited?

Hi René, As Wayne has pointed out, the examples can be compiled by either the ARC GNU Toolchain or the MetaWare Lite product. The link you give is our ARC GNU toolchain, which is open-source and free, while the MetaWare Lite product is based on our MetaWare Development Toolkit. Here’s a reply to another question asking about the difference Between these products from my colleague Jamie. I think you can draw some useful ideas from the answer.
