arc64 branch uses non-ARCv3 release to build GDB #42

GCC and other tools in arc64 branch use corresponding arc64 branch for ARCv3 targets but GDB always selects arc-2020.09-release. It leads to building of GDB which targets ARCv1/ARCv2.

Not relevant anymore. The development branch for arc-2024.12 release is going to be arc-2024.12. arc64 branch is obsolete now.
