We have a lot of files in strange locations with strange names. I'm going to reorganize as follows

Requirements/
- Requirements.md
- Stories.md
Analysis/
- (Other files that seem to be mostly final)
Working/
- (Files that did not make the cut to be organized into the other directories

Top level files I'll probably leave alone.
