Migrate off Bintray #1258

We have been using Bintray for build artefacts for a while now and it works quite well but JFrog plans to shut down Bintray on 2021-05-01. We need to find an alternative to migrate to.

Artifactory

Recommended by JFrog as a successor to Bintray
First party GH action
Cons
Migration Guide is useless
OSS version of Artifactory Cloud for OSS ¿is that the product we need? not available yet
First party GH action is too low-level

Cloudsmith

Pros

OSS plan can be selected in the UI
Native GH action support
Cons
Convoluted UI
No scoped API keys

GitHub workflow artifacts

Pros

Integrated in GitHub
Works well even for stuff not in main branch
Native GH action support
We already use it.
Cons
Uploads hard to discover
Archive will be zipped twice
¿No direct link to latest package?

PackageCloud

Pros

Very nice UI
Cons
OSS plan needs to be requested by e-mail
Only third-party GH actions
Raw zip files are not supported – they get detected as invalid Python packages.
