Adding Dredd Hooks for Badgeyay API #454

Current behavior: Dredd Tests are not present

Expected behavior: After this issue gets solved, #437 We can add tests which correspond to API documentation for better results.

@S2606 Before proceeding, share some resources related to it and how it is beneficial for Badgeyay?

@harshit98 Dredd hooks can help us in following ways:- 1)The main functionality is automating validation of API Documentation i.e Swagger in this case as we know API Documentation is important. Many repos. in fossasia do implement this for eg: Open-event-server 2)Also add to Testing of API.
