Create a discount_codes and ticket_types model #9106

WARNING: This is an issue for the new version v3 of the eventyay backend api, make sure you are working with the dev-v3 branch, and that your PRs target that specific branch.

Depends on #9104.

Create the discount_codes and ticket_types models.

As a guidance you can use the schema from the old database that has been added here. Opening the index.html file will allow you to navigate the tables and their structure.
