Migrated database to postgres. Enabled auto-deploy to Heroku #9

Deployment to heroku

Current status of the app can be tested on the Heroku app here . This currently auto-deploys content in jithinbp/pslab-remote:sqlalchemy _migrate . I do not have admin privileges to fossasia/pslab-remote yet, but another Heroku app can always be created to track and deploy fossasia/pslab-remote:master

Migration to postgresql

Uses sqlalchemy to access postgresql. works fine on my local server as well as on the heroku app.
