Allowing the user to choose between Google STT and PocketSphinx #447

Currently, SUSI checks the availability of the internet connection and automatically changes the STT to Google

Describe the solution you'd like

To add a field of 'stt' in the config.json file via the config generator and then add checks in the complete programme
