Enable community working groups #2

One of our primary goals is to enable community-governed working groups focusing on a variety of projects and interest areas in the Open Collective ecosystem. While we'll most likely include in our contributor guide https://github.com/communitycontributorgroup/opencollective/issues/1, we can use this issue (and Google doc) to outline working groups as we enable them.

I think drafting all the working groups would probably come last since many of them don't yet exist. Most of the groups in the outline have channels (in Open Collective's Slack) but very little activity. So the first step would be to provide some structure by helping create teams and enabling meetings.

I'll try to spend some time tomorrow making sure there are issues for documenting community roles and meeting formats. Even with a rough outline, I think we could help create activity and help form teams in many of the channels.

Then we can work with those teams to define and document goals of their working groups!

Also: since folks here seem familiar with how OC groups work, there’s a lot of excess baggage/structure in some places. For example, the Google Doc’s TOC on the first page… spans an entire page! And includes Drupal as a team? And has a fundraising team? And an OCF and OCS working groups? Plus training?

@ShaneCurcuru As someone a little too embedded in the community, it's super valuable to see feedback from someone new (to Open Collective).

I agree seeing all these working groups laid out in Google doc (that way its currently structured) makes it look like our community working group would be 'managing' these groups. That is not the intent - although I can see why it looks that way.

Our goal (which to me should be a primary goal) is to enable working groups in channels that (for the most part) Open Collective set up six or seven years ago when they started.

I should point out OC the team and the community was much smaller and most everything was open and organic. I believe the goal was for community members to join and self organize in these channels. While they have joined (some more than others), the Open Collective team has had a hard time managing and 'most' community members don't have the time or incentive to organize themselves.

As someone totally used to self organizing projects and communities (being part of many over the years and years of Drupal https://www.drupal.org/user/22137), I thought the same thing would happen in Open Collective but soon realized that wasn't going to happen without some sort of guide https://github.com/opencollective/opencollective/issues/1996

But without OC funding (or time to do it themselves) that task and community has largely gone stale.

This is not due to lack of interest - all the channels/potential working groups in the outline have community members self-organizing - largely sporadic - but I'm confident they could still thrive if we can help enable them (by providing structure (guides, define roles, document meeting formats, docs, website, etc), guidance (helping with goals, identifying team members, etc) and a collective https://github.com/communitycontributorgroup/opencollective/issues/6 to self-sustain (where can set up a project for each working group)

Would be nice to have an accessibility channel.

@Anita-ihuman Following up on our Slack discussion, I think we should try to enable a DEI working group and Slack channel if there's interest.
