Create Community Organizer Guide #8

With an uptick of communities across the globe using or evaluating Open Collective to support meetups and events in their region, it would be helpful for users and organizers to have readily accessible guidelines and policies available for them to use.

The following is an initial outline that can evolve should we move forward with this task.

As mentioned in the issue, I think it would be best to use this repo as a staging area for organizing our group and scoping issues 'before' filing or updating in their centralized issue tracker. https://github.com/opencollective/opencollective#issues

Also realized linking the issue to our project generated a bunch of unwanted notifications whenever I updated on this end.

So I deleted from the project and created as new issue.

This way we can scope without such a large audience - and then revise the original issue when we're done.

That should also cut down on some of the confusion of having issues in two opencolletive repos.

For now, let's just focus our attention in the one that we control.
