Windows 7: "can't start because api-ms-win-core-rtlsupport-l1-2-0.dll is missing" #92

The included vcruntime140.dll appears to have dependencies that don't exist in Windows 7. Grabbing a different version of the .dll and replacing the one included appears to fix the problem.
